According to § 6 of the executive order to the port security law and § 33 of the weapons law the ship-owner, holder, steerman or their assignee have to hand in the pre-arrival-report to the water police 24 hours before a ship arrives at the harbour in Bremen, Bremerhaven or Hamburg coming from overseas. This report contains a crew-list, a passenger-list, a "port of call"-list and a weapon-list.
